I would think it's a roof and the wires are anti pidgeon. I also assume the S is a snake. In that case the photo was taken early in the morning or late in the evening, which fits the time given in the EXIF (thanks to your own tools for proving that!).

Hello Jeffrey,
because it's my first time writing a comment here - actually I visit your blog regularly - I wanna firstly emphasize how much I like your pictures and stories posted here on your page. Well, due to my interests in digital photography and my studies at university (i.a. japanese studies), for me, that content seems to be just perfect to follow on the internet.
Thank you a lot for telling your interesting stories and showing us your beautiful pictures!

Back to the point of this comment: what could this picture illustrate?
Ok if this isn't any "egg slicer"-tool, even not a gigant one for ostrich eggs, or a big guitar with a very solid body, I would say it is some kind of a trellis build from wires mounted to a concrete wall, with the intention to hide this grey pice of a building some day in the future.

Well then...
Greetings from Vienna/Austria
Johannes

The background looks like part of a wall so I am wondering whether they are wires to prevent pigeons from perching on it.
